Setup action-translation sync infrastructure

- Add .translate/ config and state files (25 lectures)
- Add review-translations.yml workflow (v0.10.0)
- Update heading-map keys to full-text format
- Generate missing heading-maps (about_py, scipy, troubleshooting)
