is worldclock intended to be used with hour + minute only?

Seems year, month and day are optional args but when you leave them off only using hour + minute, then this if never becomes true:

```
        if (
            hour in HOURS_IN_DAY
            and minute in MINUTES_IN_HOUR
            and month in MONTHS_IN_YEAR
            and day in MAX_DAYS_IN_MONTH
        ):
```

Is that ok @glutenfreepy ?
