Add an additional compactness metric, based on the Schwartzberg / Gravelius calculation.
Intended Outcome
Districts' compactness can be evaluated with the Schwartzberg / Gravelius compactness metric
How will it work?
TBD. This is determined by the ratio of the perimeter of the district to the circumference of a circle whose area is equal to the area of the district.
