Feature Request: Add ability for proctors to delete missed reservations (without granting permission to add custom reservations)

Hi all -

Currently, the permissions in the CBTF centre are:

In order for proctors to delete student reservations, they need the "Proctor Editor" permissions. However, Proctor Editors get a whole bunch of extra privileges that I don't want proctors to have - notably, the ability to add/create custom reservations for students. Last term, this created several problems for us and when I talked about this in several OH, I was convinced that this is a matter of training and proctor education - that they should be told not to create reservations for students (despite being able to).

Unfortunately, despite us making a more central part of training this term, we have already had two instances where two different proctors created reservations for students they shouldn't have. One was particularly problematic as the proctor wasn't careful and booked a reservation outside the allowed exam window.

I would like to be able to give proctors the ability to delete student reservations, but not add/create custom (or recommended, but I'd settle for recommended) reservations.

Two suggestions:

1. Change the current Proctor role to permit proctors to delete student reservations.

2. Create a new role between "Proctor" and "Proctor Editor" that allows everything a proctor can do + delete reservations.

From my discussions with @Jim-Sosnowski, all UIUC proctors currently have the "Proctor Editor" role. I think he believes that there is no reason for the UIUC proctors to be given the Proctor Editor role - other than the ability to delete reservations.
