Bulk upload (and download) centre reservations

There are (some) legitimate use-cases for Centre staff to upload reservations in bulk. For example:

1. In cases where instructors are running a "strict-scheduled" exam in the CBTF, including running other assessments in labs and leveraging PrairieTest for checking-in, identity verification, and timing.

   • Yes I know course sessions can be used instead, but you all know my feelings on those (hassle to add proctors to the course, confusion amongst instructors, potential for double booking, no RD accommodations, no seat assignments, etc etc etc..)

2. Bulk move reservations to different sessions #85

3. Running an experiment where students need to be assigned to specific rooms.

While we're here, we might as well download the centre reservations 👀.
