Run from ECPS by default for US nationwide reports/sims

Update the simulation API to use Enhanced CPS (ECPS) as the default dataset for US nationwide reports and simulations.

This requires updating the `policyengine` package dependency to version 0.9.0, which changes the default US dataset from `cps_2023.h5` to `enhanced_cps_2024.h5`.
