Scale mob resistances and health so they aren't so easy to kill or seriously wound. The automated health scaling implemented upstream made this especially bad.

The increased health and resistances implemented in previous iteration was to reduce the workload on medical staff players, since they would constantly need to handle people getting seriously wounded constantly.
