EPI-Utilties-RouteCycle -> Remove Development Branch

Delete the [development ](https://github.com/PepperDash/epi-utilities-routeCycle/tree/development) branch of [epi-utilities-routeCycle](https://github.com/PepperDash/epi-utilities-routeCycle) as it is no longer needed and adds an additional layer of approvals not needed.
