Implement support for internationalization

Need to support non-English languages including non-Latin characters.

In india we have a major need for and hence teams for localization and in turn also internationalization. In particular i have worked on the issue. I would like to collaborate on this and even guide student projects . If we can think of a strategy for internationalization of the opentreemap as a generic framework , with possibilities as indiacted in my post on opentreemap-user list, it can be not just language level internationalization but context level too.
