"About > Report a Problem" doesn't point to this issue tracker

Currently in the app if I go to `About` and `Report a Problem` it does not redirect me to this issue tracker but rather suggests sending a mail to summitapp@openstack.org.  We should encourage users to report issues via this tracker since it's a much more transparent, structured approach.
