User story

As a terminologist using the ICD-11 Agent, I want to map input terms that should result in ICD-11 clusters with combined stem codes so multi-stem post-coordinated outputs are supported.

Use case

Provide an input term that represents more than one stem concept in ICD-11 (a cluster). The agent should identify that the term may need multiple stem codes and produce a clustered output accordingly.

Requirements

• Detect when an input term likely represents a cluster requiring multiple stem codes.
• Support generating outputs that include combined stem codes (cluster) rather than a single-stem result only.
• Define and document a strategy for handling multi-stem terms (e.g., splitting the input into blocks and processing them sequentially).
• Identify candidate deterministic split markers/phrases (if any) that can be used to separate the term into multiple concept blocks.

Acceptance criteria

• Given an input term that corresponds to multiple ICD-11 stem concepts, the agent can produce a clustered output containing combined stem codes.
• The implemented approach is documented (including any deterministic split markers used and how blocks are processed).
