Please provide a minimal set of steps to reproduce the issue

1. Go to pending attestation
2. Select a attestation case for a user (example user A)
3. click on 'Delegate Approval'
4. Select User A from the identity drop down
5. Delegate approval

Description

Now user A is able to accept/deny his own attestation case.

Describe what you expected to happen versus what actually happened

A user should not be able to perform decision to his own attestation case.
