Possibility to send an information message to members via the bot

Currently, we can contact members manually or via the sanction message. However, the majority have their PMs closed, as the bot overrides this closure, this would allow the moderation to pass on information without personally sending the message (thus the moderation does not use their personal account)

I think they can also reply 1 time to try to appeal (depending of the reason of the ban), this appeal thus can be studied by the moderator and thus permit the person to try to be unban
