Automatically refresh ArgoCD Applications on every step

Currently, adding or removing ArgoCD Applications won't be reflected in the applications in scope for each step in a deployment or runbook.

This change pulls the fresh state of the ArgoCD Applications at the start of every step that uses them.

In the future, we'll likely add the ability to opt out of this behaviour if desired.
