What happened?

We're not providing a validation error for the missing Target Tags when changing the Execution Location parameter while still allowing changes to inline scripts to be saved.

No validation error will be shown and the script will be updated successfully. However, the Execution location will default back to Run once on a worker.

Reproduction

Steps to reproduce:

  1. Starting with a script step with some inline source code and the Execution Location set as Run once on a worker.
  2. Change the Execution Location to Run on a worker on behalf of each deployment target (Observe Save option is grey until a value for Target Tags has been provided)
  3. Edit the Inline Source Code script.
  4. Save & Reload page.
  5. The script is updated but the Execution Location has reverted back to Run once on a worker.
