Unable to scope tenant tag sets in project variables when there are more than 30 tag sets

What happened?

When a user has over 30 tag sets in their space, they cannot select any tag sets beyond the initial 30 because they are not rendered onto the scope selection screen. If the Tenant preview is selected, this shows more up to a point, and then stops rendering these. The customer in question has over 100+ tenant tag sets in their space, which is preventing them from using the UI as intended.

Reproduction

1. Add many tag sets to your instance's space (30+ for the initial scope selection page to break, more for the "Tenant Preview" selection to break)
2. Observe nothing beyond the initial 30 in the "define scope" editor.
3. Observe not all are showing when clicking the "Tenant Preview" once in the scope editor
