Initial typings #14

Some initial typings for this project can be found here: https://github.com/OATS-Group/whin-weather/blob/master/typings/%40oada/oada-cache/index.d.ts . They are not complete. I recommend we just rewrite the API parts (after tree put is built into OADA) in TS and avoid these typings altogether. However, in the meantime if someone else needs them, we should merge them in here rather then duplicating them.
