Fix Regraph functionality #2

It would be nice to be able to, after zooming and what not, get back to the original graph/chart without the server call. I have part of it built out already - just commented out - but it doesn't really work. Need to investigate and fix. Maybe it should work like this:
- When you push the Regraph button you just get a regraph of whatever the current options are.
- When you select one of the graph/chart types - radio buttons - it should only use data already present. If we have no data then we just do nothing. If the user wants to hit the server they need to use Update Graph - will save on resources.
