Migrate jnml -info for channel files to libNeuroML?

It could go into pynml, but ideally, since it's specific to the IonChannel components, it could just be in libNeuroML, similar to the other info/summary methods that we have there now.

I expect we'll need to work with LEMS here to get the dynamics of the channels.
