Settings - redesign admin UI

Goal
Reorganize and simplify global PBX configuration, improving clarity and grouping related system settings.

This section includes:

• General PBX settings (e.g. country, language)
• System-wide configurations previously under “Administration”
• Features and behaviors affecting the whole PBX
• Default settings applied across users, routes and devices

Design goals

• group settings into clear and meaningful categories
• improve discoverability of system-level configurations
• reduce fragmentation compared to the current “Administration” section
• make the impact of each setting easier to understand
• avoid mixing global settings with feature-specific configurations (handled in other sections)
• ensure scalability as new settings are introduced
