Add sorting functionality

In Mu2e/EventNtuple#287 a bug was reported. It was found to be a result of the code added in Mu2e/EventNtuple#244.

Mu2e/EventNtuple#288 reverts that sorting. We may want to add the sorting functionality to pyutils for trksegs and trksegsmc. We do not expect trk pars to be used moving forward as we replace those cuts
