EventNtuple depends on TrkDiag

This line: creates a dependency of EventNtuple on TrkDiag, which is not a production repo. That file ( Offline/TrkDiag/data/TrackPID_v1.dat) should be moved to a production repo.

I see there is a deeper problem: TrackQuality and TrackPid modules also live in TrkDiag. I missed this when I migrated that directory to ArtAnalyses. We will need to discuss how best to recover.
