Scheduler starts before consent dialog is complete #6
Description
The measurement scheduler should not start before the consent dialog has been clicked through.
I think the scheduler is starting itself on boot (or any time the app is restarted), but it should read a pref to ensure the user has clicked through the consent dialog before it starts doing anything.
