Why is service-configuration package loaded last?

I don't get it. See this package. But if you look into the order of <script> tags in the Meteor app (without minimization), it is the last entry. How this happens? How can I do it for my own package?

I've experienced similar differences in load order when creating packages - basically setting --production is the only real way of ensuring correct load order.
