Plants: Multiple sources (seeds) not able to yield same plant/tree

We had a brief chat on Discord.

It appears that the following setup will fail to register the second plant FLM command:

This isn't ideal, since as above we sometimes have frameworks like CACO that override sources, and one FLM set that tries to register a seed/plant combo locks out a different source from yielding the same plant.

Feature request to have the ability for two different sources plant the same flora/tree so that in the event of frameworks or updates we can have both items plant and the resulting flora/tree will give out whatever the winning mod indicates.
