Starting in v8.3.0 the treatment of w on the regional domain boundaries was changed from using the nearestRelaxationCell to setting w = 0.0. Several of our applications would prefer to maintain the pre-v8.3.0 treatment.
In the ufs-community fork, this PR maintains both the v8.3.0 and pre-v8.3.0 treatments as namelist options.
