"timeout-minutes" expects hardcoded integer value

Thanks for the great plugin!

I've found a false positive error when `timeout-minutes` is assigned a value from the strategy matrix, please see https://github.com/Lombiq/GitHub-Actions/blob/dev/.github/workflows/build-and-test-orchard-core.yml#L104 for an example. Other properties expecting hardcoded integer values might also be affected.
