migrate language icons to devicon #190

Describe the Bug
The only two remaining features of this repo are:
- language icons
- random video game quotes
We can reduce to the random video game quotes, by migrating language icons to https://github.com/devicons/
Expected Behavior

This work is in progress but depends on the following PRs:
- primary pr: feat(languages): use github language names and add new icons devicons/devicon#2270
- improve ci: ci: allow multi submission devicons/devicon#2295
- fix workflow actions: ci(workflows): update deprecated actions devicons/devicon#2310
