Export to Google Cloud Storage in Standardized Format - P3

Is your feature request related to a problem? If so, Please describe.
One of the primary issues that Scott has run into is having to translate everything into a universal format before even being able to use it (i.e., translating our whole image library into COCO format). We also then have to spent a significant amount of time uploading/downloading from VIAME.

Describe the solution you'd like
It would be nice if we had the ability to export videos/imagery/annotations in a single agreed-upon common standard directly onto NOAA google cloud storage.

I have some older code that imports kw-coco systemf or import (kw being a subset of coco). I should be able to update this and make it work on desktop/web for importing/exporting.

I can take some of this introductory work and modify it for coco import/export across web and desktop versions.

There may be a limit of one dataset (list of images or a single video) per coco file imported.

As I get working on this task I'll include some samples here.
