Future proofing: Multiple phone app pages

It's been discussed in Discord a couple times now. I feel this fits within the API itself due to the nature of it allowing multiple custom apps so easily for modders.

We need a simple way to allow pagination for apps when they flow over the allocated amount.

What I'd like to see is:
The user will be able to scroll left/right between pages once they have more than the allowed amount of apps on a single page.

Bare minimum:
The ability to scroll up/down through apps.

yeah i can make it scrollable but pages? :p

coolpaca in Discord mentioned that if it's a unity scroll view or whatever, it should allow us to set a step size for the horizontal scroll. No idea if applicable though!
