Cannot run Maven install

For openjdk-13, running the maven install goal reports switches are a preview feature. The following configuration fixes the issue, as well as prior warnings from plugin versions being unspecified.

I should note this does change the version from 12 to 13. I will change #5 if desired to the previous version 12, which had the same failures and warnings when testing in a docker environment.
