Yes, seems like an install bug to me (#1997).

It is my understanding that the Apache 2.0 licence covers the IronPython3 project itself (and the DLR project included in this repo as a submodule). The Python Standard Library (StdLib), which is a fork of Python's StdLib and also included in this repo but distributed separately as IronPython.StdLib, has its own licence file (https://github.com/IronLanguages/ironpython3/blob/main/src/core/IronPython.StdLib/StdLib.License.txt), which is the same as https://www.python.org/psf/license/
