Chunks are not sent to clients at all

What steps will reproduce the problem?

1. installed the plugin
2. joined the server
3. restarted it multiple times

What were you expecting to happen? What happened instead?

• Chunks to actually get sent to clients
• Chunks are not sent to clients anymore even with 1-2 players online (there are not a lot of players)
