TextureFeatures: itkCoocurrenceTextureFeaturesImageFilter missing wrapped itk::ImageIOBase

The TextureFeatures module was ingested into ITK from the (now archived) ITKTextureFeatures remote module. This issue tracks, in ITK proper, the work originally filed as InsightSoftwareConsortium/ITKTextureFeatures#83 by @hjmjohnson (2020-03-19).
