[Feature 🔮]: Add debug broadcast command #23

Description
add /debug broadcast as a command to send a message to all servers.
Please attach any other files/screenshots/videos/information below!
Command arguments should be message type:
- string (default)
- embed
- form
- modal
- poll
- etc
Should send to the music commands channel of each server the bot is in, as an announcement.
