Dataset Terms Modal should be showed when download files with custom terms

When downloading file/files/dataset for a dataset with custom terms, a popup window should be shown

Related PR: #926 The guestbook PR handled the case where Dataset Terms are included with a guestbook, but when only custom terms exist without a guestbook, the modal is not triggered.
