GLOWS L3bc - handle OMNI data with missing alpha/proton ratio

Summary

There may be periods when the OMNI data are available, but do not have a valid alpha/proton ratio. We should proceed with processing L3bc using a default ratio, and flag relevant times.

Requirements

• Update omni2 validation to allow processing without valid alpha/proton ratio
• Use 0.04 (4%) as default alpha/proton ratio
• Add new quality flags variable to L3b, L3c, L3d, L3e
• Set a quality flag for NOMINAL_ALPHA_PROTON_RATIO if the default is used for any input times
• Propagate NOMINAL_ALPHA_PROTON_RATIO to L3c, L3d, L3e
