CoDICE Lo DE energy per charge file update - Card 3152

Summary

The CoDICE Lo direct event "energy per charge" file actually has ESA voltage, but it looks like it's treated as energy per charge. Attached is an updated version that actually has E/q. Since this adds columns the code will need to be updated.

It looks like we only use the values as an axis variable for the direct events and 3D VDFs, so should be a fairly simple update once reading the new file.

Requirements

• Update Lo direct events code to parse the new format
• Update the Lo 3D VDF handling to use the new format
• Upload new ancillary file and new container once other DE changes are done

I think all we're waiting on then is for the rest of the CoDICE dust to settle so we can push a new container and upload the new file.
