PER dashboard source switch from data-fetcher to new per api endpoints

The new PER dashboard (https://alpha-1-per-dashboard.ifrc-go.dev.togglecorp.com/preparedness/global-summary) takes data from the per-data-fetcher. To replace this, Zoltan created 3 new per data endpoints:
https://github.com/IFRCGo/go-api/blob/develop/main/urls.py#L221-L223

In the next step of the dashboard deployment, we need to replace the per-data-fetcher with the new api endpoints.

I have given a detailed look to the dashboard and the code of the frontend
I suspect that the latest changes by Matthew have not been implemented which are as follows as per his email:

Here's a summary of the latest changes:
• PER Summary Dashboard: Updated to use a blue colour palette for the phases. Priority areas retain the same colours as used in the Performance Dashboard for consistency.
• Numerical Corrections: All discrepancies have been addressed as indicated. These are discrepancies in the top cards on the summary dashboard page.
• Filtering Logic: When filtering by country, all processes for that country are now shown by year.
• High Priority Components: Now displays only the most recent complete process, not cumulative data. This is clearer when clicking a country and filtering by process year.
• Region Tabs: Tab order is now consistent across both the Summary and Performance dashboards.
• Performance Dashboard Cleanup: Removed “Assessment with No Component Responses.”
• Sparkline Tooltips: Added tooltips to the rating sparklines to clarify that they represent average ratings by process cycle iteration per component/area.

The blue color palette is missing from the cards at the top of the PER summary dashboard for example, and Numerical corrections also seems to be missing. Also an old error where filtering was not possible when selecting Ivory cost or North Korea is also missing. So we need to get the latest code of the dashboard which have all of the above changes implemented.
Although the last commit to the dashboard frontend code was done in November 2025.

1. Replace map data source URL

   • Present: https://raw.githubusercontent.com/IFRCGo/ifrc-per-data-fetcher/refs/heads/main/data/map-data.json
   • Furture: https://goadmin-stage.ifrc.org/api/v2/per-map-data

2. Fix Accept header for map data fetch

   • Present: application/vnd.github.v3.raw → caused 406 Not Acceptable
   • Future: application/json

3. Unwrapped paginated API response

   • The IFRC GO API returns { results: [...] }, not a plain array
   • Add mapDataResponse.results ?? [] extraction before passing to setMapData and initializeData
   • This resolves TypeError: data is not iterable in applyFilters / getKPIData

• Both dashboard pages still fetch last-update.json from the GitHub static file for the "Last updated:" label — this can be also be changed to server timestamp of the response although it is not critical
