`aoc packages received ALL --once-only` might skip interrupted downloads

during test of #196 it seems like if i pressed ctrl+c to interrupt the process at the right time that particular package would not be downloaded again with --once-only. My expectation would be that it would only be flagged to not be downloaded again when it has perfectly completed.

I didn't test extensively but just wanted to flag to potentially do another round of testing on the feature. Thanks!

Ok, Mmm, the code marks the package "downloaded" only if the transfer succeeded:
