Add the ability for staff to delete comments

Currently staff can edit their own comments, but can't delete them. If they can edit it makes sense that they could also delete

Upon deleting a comment, would setting the text to "deleted commend" and convert it in to an action work? It would look like above in that case.

In terms of presentation I was leaning more towards how Signal handles it where the text is replaced - maybe using italics & text-fg-muted? But I'm good with whatever solution feels most intuitive to you!

Should staff be able to delete any comment or only their own comments?
