Domains with no "off" switch

There are a lot of domains that would error out if the peripheral was commented out of hal conf, they should follow the ADC pattern of defining a dummy domain when the peripheral is not active (and giving a compile error if you tried to use them)

Too generic. Nobody is going to take care of this issue unless more specific sub-issues are created with each specific peripheral that has the issue
