Improve GET_STARTED guide

Feature idea.

Right now the GET_STARTED.md guide includes some instructions on the horreum python package installation from source, change it by using the published packages as example.

Describe the solution you'd like

Change the instructions related to the installation process with something like pip install horreum from the PyPI repository.
