Implement changes from "ai-triage-reduce-AI-hallucinations" branch changes into Memory Loader project

The changes were made after testing WPCC against Hypercart Smart Batch Installer MKIII and there was a false positive hallucination about debugging code being present. Optimizations were made to the Python script and AI instructions files to help prevent that in the future in branch below.
