Makes cuFFTAdvisor compatible with CUDA 13

Can you please elaborate on what has been changed and why?
At first glance it seems that you removed the #if CUDART_VERSION > 7050 check, added #if CUDART_VERSION < 13000 and reorganized a bit the error states, but it's not clear why.

Trying to install Xmipp with CUDA 13 this error arise:

Compilation fails because deprecated cuFFT error enums were removed from CUDA 13 headers.

The PR avoid some enums for CUDA >=13
