`delete_transaction_log_before` needs to use RocksDB's purgeLogs

The delete_transaction_logs_before operation should be updated to use the new purgeLogs method in RocksDB. Note that this should accept properties operation, database and timestamp (table can be ignored, schema is legacy and can be ignored).
This operation can throw an error in LMDB.
