Add possibility to move layers up/down

It’s currently not possible to higher or lower layers. It would be nice if this feature could be added :-)

what would the best way?

  map.move_layer_up(id)
  map.move_layer_down(id)

or

  layer.move_up
  layer.move_down

as far as i know a layer currently does not know about its position

and what about the moving a map itself ?
like an [A][B][C] layer would be an [B][C][A] or an [B][C][ ] layer
after the map is moved one Square to the left

I’d be fine with both if id is the Z index.
