[Question bank] Refine list of application questions

Summary

Choose the 25+ questions that will be added to the updated and expanded question bank for Quad 5, and map these questions to the SGG shared schema and (ideally) the draft data in the federal data standards working group application tranche.

Acceptance criteria

• At least 25 questions have been identified for the question bank
• Each question has the following defined:
  • JSON schema
  • UI schema
  • Sample data
  • Mappings to and from CommonGrants ProposalBase model
• Questions have been mapped to the SGG shared schema
• Questions have been mapped to the draft application questions
