Needs to check for the following files/paths

At Root

• README[.md]*
• LICENSE[.md]*
• CONTRIBUTING.md

.github

• ISSUE_TEMPLATE/*.md|*.yaml
• PULL_REQUEST_TEMPLATE/*.md

Multiple Spots

• CODE_OF_CONDUCT.md - `["./", ".github"]

Returns some logic that can be passed into a notification and the window
