Broken for Gerrit 3.4

The plugin seems to be broken for gerrit 3.4.
When it's loaded the site will render the following error:

Plugin install error: Unrecognized plugin path plugins/serviceuser/static/gr-serviceuser.html from plugins/serviceuser/static/gr-serviceuser.html

After some research it seems to be related with this issue https://bugs.chromium.org/p/gerrit/issues/detail?id=14335 where all "frontend" plugins were required to be build as js plugins instead of html plugins.

It's possible to fix that? @davido @zivkov @thomasdraebing @msohn
